Le ministre américain de la justice, John Ashcroft, a révélé, lundi depuis Moscou, qu'un projet d'attentat atomique contre les Etats-Unis avait été déjoué en mai 2002.
Le ministre américain de la justice, John Ashcroft, a annoncé, lundi 10 juin depuis Moscou, l'arrestation d'un terroriste présumé, citoyen américain, qui voulait faire exploser une bombe radioactive aux Etats-Unis.
"Nous avons capturé un terroriste connu qui élaborait un plan pour construire et faire exploser un objet dispersant de la radioactivité ou une 'bombe sale' aux Etats-Unis", a indiqué M. Ashcroft. Il a indiqué que le suspect préparait "l'explosion d'une bombe radioactive" aux Etats-Unis et qu'il était "associé de près avec Al-Qaida", le réseau d'Oussama Ben Laden. Il a précisé que l'homme, qui voyageait avec un passeport américain, avait été arrêté par le FBI, le 8 mai, à l'aéroport de Chicago alors qu'il venait du Pakistan.
Il s'agit de la première arrestation d'un individu soupçonné d'avoir voulu faire sauter une telle bombe sur le territoire américain. Initialement détenu sous la responsabilité du département de la justice, il aurait été transféré sous celle du département de la défense. Il a été qualifié par l'Attorney General de "combattant ennemi" des Etats-Unis malgré sa nationalité américaine, ce qui lui retire la plupart de ses droits civiques américains.
LA "bombe atomique du pauvre"
Selon la chaîne de télévision américaine CNN, l'attentat que préparait le suspect devait être perpétré dans la région de Washington. Le présumé terroriste aurait rencontré à deux reprises des responsables d'Al-Qaida à Karachi et aurait été arrêté alors qu'il venait aux Etats-Unis en voyage de reconnaissance. Il aurait été arrêté grâce aux informations fournies par un détenu membre d'Al-Qaida, arrêté fin mars au Pakistan, qui se trouve dans le camp de détention militaire de Guantanamo, à Cuba, poursuit CNN. Un Palestinien de 32 ans aurait récemment affirmé aux enquêteurs américains que le groupe de Ben Laden savait comment fabriquer une bombe à radiations et avait essayé de se doter d'une telle arme, selon un responsable américain sous couvert de l'anonymat.
Une "bombe sale" contient des substances radioactives qui sont dispersées dans l'atmosphère par une explosion conventionnelle et peut contaminer toute personne se trouvant en contact avec ces produits. Cette arme est considérée comme la "bombe atomique du pauvre". Oussama Ben Laden avait laissé entendre, après les attentats du 11 septembre, que ses troupes possédaient des armes nucléaires et chimiques. "Si l'Amérique usait d'armes chimiques ou nucléaires contre nous, nous pourrions alors riposter par des armes nucléaires et chimiques. Nous avons des armes chimiques et nucléaires qui nous servent de dissuasion", avait-il déclaré sur la chaîne de télévision Al-Jazira.

"We have captured a known terrorist who was exploring a plan to build and explode a radiological dispersion device, or ''dirty bomb,'' in the United States", Mr. Ashcroft said. He reported that the suspect was preparing "the explosion of a radioactive bomb" in the United States and that he was closely related to "Al Qaeda", Osama Bin Laden's organization. He specified that the man, who was traveling with an American passport, was arrested by the FBI in Chicago Airport while he was coming from Pakistan.
This is the first time that an individual suspected of plotting the detonation of such a bomb on the American territory is arrested. Initially held under the responsibility of the justice department, he is said to have been moved under the responsibility of the defense department.
Attorney General John Ashcroft identified him as an "enemy combatant" of the United States despite his American nationality, which deprives him of the majority of his civic American rights.
The "atomic bomb of the poor"
According to the American TV channel, CNN, the attack that the suspect was preparing should have been perpetrated in the region of Washington. The presumed terrorist is reported to have met Al Qaeda's leaders twice in Karachi and is said to have been arrested while he was entering the US for reconnaissance operations. He is believed to have been arrested thanks to the information provided by an Al Qaeda's member, first arrested in Pakistan at the end of March, and then held prisoner in the Guatanamo's house of detention in Cuba, CNN claimed. A 32 year old Palestinian would have recently told the American investigators that Osama Bin Laden's group knows how to build a radiological dispersion device and has tried to acquire such a weapon, according to an anonymous American official.
A "dirty bomb" contains radioactive materials that are spread out in the atmosphere when conventionally detonated. It can contaminate any person who happens to be in contact with those radiations. This weapon is considered to be "the atomic bomb of the poor". After Sept 11th, Osama Bin Laden let it be understood that his troops had nuclear and chemical weapons. "If America used chemical or nuclear weapons against us, we could then strike back using nuclear and chemical weapons. We have chemical and nuclear weapons that are used for dissuasion", he declared on Al-Jazira TV channel.
